Navigating Heritage Impact Assessment: The Key Role of Stakeholder Engagement and Consultation

Stakeholder engagement and consultation are integral in the process of conducting a Heritage Impact Assessment (HIA) because they ensure integrity, transparency and inclusivity. These processes involve various stakeholders such as local residents, government bodies, conservation agencies, and heritage specialists who have an interest in the heritage site or its elements. Their main roles in HIA can be categorized as follows: 1. Information Gathering and Sharing: Stakeholders hold important data about the heritage sites, and thus, engaging them provides an opportunity to gather this invaluable information. For example, local communities often possess deep knowledge about the sites' history and cultural significance. In the HIA process of saving the historic Daigo Station in Japan, locals played an integral role in gathering data primarily due to their long-term association with the area (Hirose, 2010). 2. Socio-cultural Assessment: Stakeholder input can lead to a comprehensive socio-cultural valuation of heritage sites.
