Navigating Challenges in Community Relocation: A Scholarly Examination of Heritage Impact Assessment

Community relocation, often a consequence of forced migration, urbanization, or environmental disasters, presents numerous challenges. From environmental and sociocultural concerns to heritage loss and disruption to social fabric, these issues are widely discussed in scholarly literature. Firstly, Andrew Herscher (2010) illuminates the impact of displacement on cultural heritage. He suggests that heritage is not just physical artifacts or monuments but also intangible and shared memories, customs, and communal traditions. Thus, the disruption of community structures through relocation could potentially lead to a loss of cultural heritage. This heritage loss has critical psychological implications as communities derive their sense of identity from collective memories and shared heritage. Neil Adger and colleagues (2011) emphasize the environmental impact in their study, stating that community relocation often results from environmental changes such as sea-level rise, erosion, and flooding. The shifts oblige communities to adapt to new environments while the original areas may deteriorate further due to the absence of human stewardship. Pertaining to social aspects, social anthropologist Anthony Oliver-Smith (2009) raises concerns about the disruption of social networks during the relocation process.
